Flotation Energy has signed an MoU with the Ship Ocean Industries R&D Center (SOIC) at the opening ceremony of Wind Energy Asia (WEA 2025) in Kaohsiung. The signing was witnessed by representatives from ORE Catapult and conducted in front of audiences from Taiwan Government officials and the offshore wind supply chain.

Early last year Taiwan’s Energy Administration (EA) set ambitious goals for floating offshore wind (FOW); with initial plans for delivering up to 3 pre-commercial projects by 2030.

Flotation Energy recognises that deploying commercial FOW projects require collaboration, shared expertise and a strong commitment to technology and safety. Speaking about the MoU Jun Shibata, Regional Head & Executive Director for APAC at Flotation Energy said:

Flotation Energy is developing Chu Tin offshore wind project, which will employ innovative floating technologies. SOIC is a non-profit organisation that provides services in shipbuilding and marine engineering, as well as industry technical support and knowledge integration.

The MoU will support the delivery of Chu Tin, helping to demonstrate supply chain readiness and infrastructure capabilities as well as develop solutions to meet Taiwan’s unique environmental conditions. It is also expected that the pre-commercial will define the future phase of Taiwan’s deep-water deployment as well as identify the fundamental steps toward a cost reduction pathway.

Taiwan’s commitment to offshore wind targets and its Net-zero 2050 target are vital for helping to create commercial interest in the area. Collaboration between developers and industry supply chain and the successful delivery of the first pre-commercial project(s) will be key to ensuring Taiwan’s floating offshore wind ambition is released.
